Job Summary

The Safety Officer is responsible for overseeing and maintaining safety protocols, ensuring compliance with quality standards, and monitoring scheduling throughout critical infrastructure construction projects. This role involves reviewing RFIs, RFI responses, and CORs to evaluate potential impacts on safety, constructability, project schedules, costs, and quality. The Safety Officer coordinates on-site activities among multiple contractors to ensure all work is performed safely, efficiently, and without delays or conflicts. Additionally, the position supports the Project Manager by reviewing contractor pay applications, facilitating project safety meetings, and assisting with other construction management activities as required.

Key Responsibilities

  • Collaborate with site teams to establish secure work zones, pedestrian safety routes, wayfinding signage, and construction laydown areas to minimize risks in critical infrastructure environments.
  • Conduct thorough safety inspections and audits of active job sites to proactively identify hazards, enforce compliance with safety policies, and mitigate risks specific to critical infrastructure construction.
  • Ensure all safety documentation (site-specific safety plans, incident reports, certifications, and training records) is accurate, up-to-date, and readily accessible for audits or inspections.
  • Investigate and address non-compliance or safety violations by implementing corrective actions, enforcing field safety protocols, and escalating serious issues as necessary.
  • Develop and maintain site-specific safety documentation, such as job hazard analyses (JHAs), incident reports, and compliance checklists, using digital safety management tools.
  • Review and analyze engineering drawings, site logistics plans, and construction scopes to ensure compliance with OSHA regulations and industry safety standards.
  • Perform routine field inspections and safety audits, ensuring that identified hazards are mitigated and corrective actions are tracked to completion in high-risk environments.
  • Facilitate communication and coordination among contractors, site inspectors, and project teams to resolve on-site safety concerns and ensure alignment with safety objectives.
  • Partner with project stakeholders to define and enforce safety measures, including access control plans, restricted zones, and temporary barriers to protect workers and the public.
  • Support preconstruction efforts by integrating safety considerations into schedules, constructability reviews, and logistics plans for critical infrastructure projects.
  • Monitor contractor compliance with safety standards, ensure appropriate certifications, job hazard analyses (JHAs), and training is completed and verified.
  • Review RFIs, RFI responses, and CORs to identify potential safety or security impacts, ensuring that all changes align with project-specific safety standards and timelines.
  • Actively participate in pre-construction meetings and project planning sessions to address safety risks, logistics, and compliance with federal, state, and local safety regulations.
  • Compile and review closeout documentation to ensure all final safety inspections, compliance reports, and checklists meet contractual and regulatory requirements.

Qualifications:

  • Education: Bachelor's Degree in Building Science, Construction Management, Civil Engineering or related field.
  • Experience: 1 to 3 years of experience in construction environments.
  • Skills:
    • Strong knowledge of hazard identification, risk assessment, and safety protocols.
    • Proficiency in safety management software and reporting tools.
    • Excellent communication, organizational, and leadership skills.
    • Ability to conduct incident investigations and implement corrective actions.
    • Proficient in MS Office Suite, scheduling software and Project Management tools such as ProCore.
  • Certifications: Required: Valid Driver's License, First Aid, CPR, and AED Certification. Preferred: OSHA 10-Hour Construction Certification, OSHA 30-Hour Construction Certification, Certified Safety Professional (CSP), Certified Safety and Health Official (CSHO), Certified Field Safety Technician (CFST), Project Management Professional (PMP).
  • Language : Proficiency in both English and Spanish is mandatory.

Working Conditions:

  • Full-time position, with travel to project sites as required.
  • The position may involve working in office and field environments, with a focus on construction sites.
  • Ability to work on-site and in potentially challenging outdoor conditions during installation and construction phases.
  • Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; make repetitive hand movement and fine coordination in the performance of daily duties; to travel to other locations using various modes of private and commercial transportation; and to verbally communicate to exchange information.
