This position is a hybrid position. The o n-site dates and times are based on the changing needs of projects assigned. Description Of Job The Work Unit: This work unit housed within the Office of Legal Regulatory Compliance manages, coordinates and provides advice on external audits, reviews and approves contractor indirect cost rate plans, and monitors the department’s subrecipients, except subrecipients for the CACFP program, for compliance with federal audit requirements and contractors in accordance with applicable federal and/or state laws, regulations and contract provisions. The unit performs internal audits, investigations, reviews, and evaluations at the request of management, as directed, or on a self-initiated basis. The unit provides technical assistance and recommendations to the Department and its programs.
What You Will Be Doing This position exists to function as an auditor on a team. This position is responsible for performing all aspects of the audit fieldwork for assigned audits and activities, including: completing audit programs, creating work papers that meet audit standards, concluding on audit results, and drafting audit findings and recommendations. These audits or activities often include technical and sensitive issues that involve the resolution of complex problems and reconciliation of differing viewpoints.
Responsibilities Of The Position Include But Not Limited To - Maintains an overall audit plan that lists audits to be conducted over the course of two years. This position assists in the development of an individually specific audit program related to each audit to ensure that each audit is performed in compliance with the requirements of the Government Auditing Standards by the Comptroller of the United States, Generally Accepted Auditing Standards and state fiscal rules, and any other applicable standards.
- Develop an understanding of the processes being audited to clarify, detect areas of risk, advise regarding compensating controls, and/or negotiate solutions to issues noted.
- Independently draft audit procedures that achieve audit objectives by ascertaining relevant criteria; comprehending business processes and the supporting accounting activities; designing tests that provide evidence of actual conditions relative to selected criteria; and developing sampling plans in instances where less than 100% of data can be tested. Procedures should be developed to provide clear instructions for completing the audit procedures, but not so much detail in that the auditor doesn’t use their own judgement.
- Compile audit evidence relating to the audit objectives that is relevant and sufficient to support the conclusions reached, which may include sample testing, documentation of source documents, interviews, research, benchmarking, etc.
- Perform an effective quality control check of position’s work prior to submitting it for review.
- Participate on special projects or other duties as assigned. This may include participating in investigations of allegations, indirect rate negotiations*, subrecipient compliance monitoring**, site visits and observations and follow up audit procedures.
- Participate in entrance and exit conferences as needed. The conferences are to communicate and discuss the audit plan and/or the results of the audit, such as any findings and recommendations.
- Maintain and remain in good standing with auditing standards or with any certifications obtained. Comply with the Yellow Book standard regarding continuing professional education requirements. Keep track of continuing education hours and communicate needs with supervisor.

Minimum Qualifications Experience Only: Six (6) years of relevant experience in auditing or an occupation related to the work assigned to this position.
OR Education And Experience A combination of related education in auditing, finance, business management
and/or relevant experience in auditing or an occupation related to the work assigned equal to six (6) years
Current, valid licensure as a CPA from the Colorado Board of Accountancy or current, valid CIA certificate will substitute for five (5) years of the requirement

Preferred Qualifications In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:
- Demonstrated ability to assemble financials from a variety of sources and organize data into compelling reports to obtain business objectives.
- Knowledge of the federal cost principles and grant management requirements, rules, and regulations.
- Knowledge of the State of Colorado budget, legislative and fiscal note process, and fiscal rules.
- Knowledge of and experience with the Colorado Operations Resource Engine (CORE) or similar governmental financial management systems.
- Possession of advanced mathematical skills and abilities to use software packages including spreadsheets, databases, data-mining, and financial analysis programs.
- Excellent organizational skills; the ability to set and prioritize workload, identify short and long-term goals and develop strategies to achieve them, and coordinate with internal and external partners. As well as, set, track, and accomplish priorities, goals, and timetables to achieve maximum productivity, knowing the status of activities at all times.
- Ability to develop constructive and cooperative working relationships with others, and maintain them over time; Outstanding skills and abilities in verbal and written communications; ability to adapt a style to fit diverse audiences of varying technical levels, and at various levels within an organization, in groups, and individual settings, maintaining a strong sense of professionalism, including a strong work ethic and reliability.
