DESCRIPTION


Under the direct supervision of the Lieutenant - Drug Task Force this position supports the mission of the Blue Earth County Sheriff's Office and the Minnesota River Valley Drug Task Force (MRVDTF) by providing quality services that promote and protect the safety, security, and well-being of all the people in our community. The Crime Analyst collects, evaluates, analyzes and disseminates information regarding criminal activity while complying with state and federal law to ensure the rights and privacy of all. This position provides analytical case support, document preparation, and pattern and trend analysis of regional and/or statewide criminal activities. This position is also responsible for assisting law enforcement on special casework assignments, and/ complex investigations and providing general administrative support to MRVDTF.

DUTIES / RESPONSIBILITIES


ESSENTIAL FUNCTIONS:
  1. Conducts research and provides information, documentation, and analytical support for Drug Task Force Agents and Sheriff's Office staff. Collects, evaluates, analyzes, and disseminate information regarding criminal activity in the task force area while complying with state and federal law to ensure the rights and privacy of all.
  2. Conducts extensive background and database searches in an attempt to locate involved parties and develop additional supportive information in case organization.
  3. Requests, formats, processes, and inputs pertinent phone record and social media record data in felony level case file.
  4. Generates vital location and activity data in response to the real time activities of homicide, drug trafficking and other felony investigations, i.e., usage of bank cards, phone service, social media postings.
  5. Develops and maintains vital connections and resources with a network of providers and businesses, including phone service providers, financial, social, utilities, human services, and DVS.
  6. Maintains and proactively expands the use of research tools and techniques in the developing role of data analysis.
  7. Maintains case files.
  8. Summarizes analytical findings and prepares charts and lead sheets for use by investigators and prosecutors. Attends investigative meetings and briefings.
  9. Networks with analysts from other departments, agencies, fusion centers, to promote regional and statewide information and intelligence sharing.
  10. Responds to requests from law enforcement, prosecutors, and community partners.
  11. Utilizes GIS and analytical skills to predict emerging crime patterns, creating geo-based processes to transform raw data to spatial data for a variety of requests.
  12. Lists, maps, creates, and disseminates bulletins regarding crime.
  13. Researches, identifies, and assists with the development and implementation of best practices in crime analysis operational procedures and products. Maintains records and analysis of proven strategies and tactics used to mitigate threats to the safety and security of the community. Develops new ways of automating and visualizing large complex datasets.
  14. Develops and maintains analysis products related to chronic offenders, criminal element modus operandi, and problem properties.
  15. Prepares and distributes preservation requests and subpoenas at the direction of law enforcement partners.
  16. Provides administrative support to both the Sheriff's Office and the MRVDTF. Promotes a diverse, culturally competent, and respectful workplace.
  17. Engages positively with both internal and external customers. Communicates and interacts effectively and respectfully with colleagues, supervisors, representatives from other organizations, and the public.
  18. Performs the physical and mental demands of the position.
  19. Attends work during regularly scheduled hours.
ADDITIONAL FUNCTIONS:
  1. Provides Credible Testimony in Court. Attends and testifies in criminal and civil court proceedings. Represents the interests of the county, state, and federal government. Makes a verbal account for observations, actions, and findings while performing official duties.
  2. Participates in professional staff development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations. Associates with employees and departments from other counties and states for collaboration.
  3. Performs other related functions as apparent or assigned.

QUALIFICATIONS


MINIMUM QUALIFICATIONS:
  • Associate's in criminal justice, Criminology, Geographical Information Systems, or Equivalent
  • Three years' experience in a law enforcement setting performing functions such as intelligence, investigations, criminal analysis, data collection, research, etc.
PREFERRED QUALIFICATIONS:
  • Experience in working as a criminal intelligence analyst.
  • Proficient in understanding and speaking languages other than English, such as Spanish, Somali, Chinese, Sudanese, and Arabic, among others.
CONDITIONS OF EMPLOYMENT:
  • Must successfully pass a background check.
  • Must possess a valid driver's license and be able to drive in the State of Minnesota.
  • Must comply with all federal and state laws and organizational and departmental policies and regulations.
  • Must submit to fingerprinting and a check of those fingerprints through the FBI and Minnesota BCA.
  • Must adhere to data practices policies and standards regarding non-public data. Access to non-public data should be strictly limited to what is necessary to fulfill job responsibilities. While accessing these data, the employee should take reasonable steps to prevent unauthorized access by individuals without a work-related reason. Once the work-related purpose is complete, non-public data must be securely stored in accordance with county policies and Minnesota Statutes.

HOURS OF WORK


Monday through Friday from 8:00 am to 5:00 pm. Night, weekend, holiday, and overtime hours may be necessary to meet departmental needs, special projects, and service needs and demands of the community served.

Blue Earth County features a 12-Step Pay Plan. Our advertised salary ranges include all 12 Steps. A selected candidate will typically be offered Step 1 of the salary range. Additional salary considerations are subject to negotiation and dependent on skills and experience directly related to the position.

Vacation Leave
Vacation accruals, utilization, and payouts are detailed in the collective bargaining agreement and/or the employee handbook.

Blue Earth County contributes to a health savings account (HSA) when the employee elects the HDHP. Single coverage HSA contributions equal $1,600, and family coverage HSA contributions equal $3,200.

  • $20,000 term-life/$20,000 accidental death & dismemberment (AD&D)
  • After ten (10) years of continuous employment with Blue Earth County, the policy will increase to $35,000 term-life/$35,000 accidental death & dismemberment (AD&D)
